IRCC has launched a program for H1 B holders to apply for open work permit

Canada is launching a new immigration program for H-1B visa holders to apply for open work permit along with their families. This pathway will give them the opportunity to work in Canada for 3 years with any employer. Applicants will not need a job offer in Canada to apply. The cap is 10,000 applications, including only principal applicants and not their accompanying family members.
